Why does the artwork need to be vector, not a raster image?
A contour cut derives its cutter path directly from the artwork file. A raster file (a PNG, for example) requires the vendor to manually redraw it for a contour cut, which adds fees, delays, and the risk their redraw doesn't match your intent.
Can you cut decals to a custom shape?
Yes — contour, die-cut, or kiss-cut, built to the exact spec for your chosen production method so the file goes straight to production without vendor corrections.

No jargon test. If any of this is unfamiliar, here is what it actually means — written for the person paying for the work, not the person selling it.
Contour cut
A cutter following a path in your artwork to trim vinyl or decals to the shape of the design. It requires a proper vector cut line in the file — the machine cannot infer an outline from a photograph.
Die-cut
Cutting a piece all the way through to a custom shape rather than a rectangle, using a shaped die or a digital cutter. Individual custom-shaped stickers and uniquely shaped cards are die-cut.
Kiss-cut
Cutting through the sticker material but not its paper backing, so the sticker peels off a flat sheet that stays intact. It is what makes sticker sheets and easy-to-peel single stickers possible.
